YM1802 breaking pins

So the main reason why the YM1802 was for sale so cheap and in a hurry is that it breaks the universal roll shear pin, a lot. WHat would cause something like this and is it user error or something mechanically wrong?

Welcome to the world of cheap tools with quirks! When a shear pin goes, it's telling you something. It's either too much force or too much resistance
 
If that shear pin keeps breaking, it's usually because the PTO's being used wrong, like turning it on under load or there's something worn or damaged in the driveline putting extra stress on it. Could be a bit of both user error and a mechanical problem.
